An expert in digital agriculture and advanced analytics for data-driven strategy and policy, Harold works with African leaders to enhance food security and climate resilience.

He has led transformative initiatives across Sierra Leone and Malawi, improving government decision-making and service-delivery effectiveness. In Sierra Leone, he coordinated the data collation and analysis that elevated the country’s CAADP ranking from 47th to 11th and co-led a $1 million electronic-subsidy programme benefiting 5,000 farming households. In Malawi, he designed a smart subsidy strategy that improved targeting for 1.5 million farming households.
