Luke Cavanaugh

In Ukraine, Luke supports the Ministry of Economy on its human-capital challenges, working with them to design an AI-driven job platform and shape the country’s employment strategy. His focus is on modernising government systems to deliver more citizen-centred public services.  

Prior to joining TBI, Luke worked with the Boston Consulting Group, the United Nations International Telecommunication Union and the British Chamber of Commerce in China.   

A graduate of Cambridge University and a Schwarzman Scholar at Tsinghua University, Luke is also the founder of interweave, a digital-government newsletter with readers in more than 95 countries, and GovMesh, a diplomatic summit for national digital-government leaders.
