Mihail Șapco

Mihail focuses on public-administration reform, regional development and local governance in Moldova, supporting the government as it strengthens institutions, improves services and advances its European integration. He’s contributed to work on territorial reform and supported coordination across the digital sector, aligning initiatives with the Digital Transformation Strategy 2030.

Before joining TBI, Mihail worked on urban- and regional-development projects in Romania and supported the World Bank in delivering Romania’s first national urban policy. He is driven by a commitment to building a smarter and fairer public sector that enables long-term economic and social development.
