Ott Velsberg

Ott supports governments to build the data and institutional foundations required for next-generation state capability, including AI-enabled and increasingly agentic government. His expertise spans data governance, data architecture, interoperability and digital public infrastructure. At TBI he shapes advisory work on data governance, data architecture and trusted data sharing, helping governments build the foundations needed to scale technology and AI beyond isolated pilots.

Before joining TBI, Ott served as Government Chief Data Officer for Estonia, where he led national data and AI policy and worked across ministries, agencies and international partners to strengthen data and AI foundations for a more proactive digital state. He has also worked closely with organisations including the OECD, European Commission, World Bank, United Nations and World Economic Forum, supporting governments seeking to learn from Estonia’s approach to digital government and AI adoption.
