Patrick Loughran

Chief Global Affairs Officer

In his role as Chief Global Affairs Officer, Patrick has responsibility for policy, communications and politics, and the wider global communications strategy for TBI. Patrick helped found the Tony Blair Institute and has more than 25 years’ experience in strategy and communications across politics and business.

Patrick rejoined the Tony Blair Institute in 2025 from CEO advisory firm Teneo, where he was a Senior Managing Director advising global companies on strategy and communications, having previously worked as Director of Strategy at Blue Rubicon. He also served as a Special Adviser in No 10 Downing Street, the Cabinet Office and the Department for Business and has worked as an advisor to Tony Blair, Gordon Brown and Peter Mandelson. Prior to this he was the Labour Party’s Director of Policy and Head of Research during new Labour’s period of government.
