Philip O’Callaghan

Director, Strategy and Policy Advice

Philip advances political strategy and policy development for governments around the world, bringing expertise in leadership, public affairs, change management and stakeholder engagement. Currently, he is establishing TBI’s political-advisory service and co-developing an experiential-learning programme on strategy, delivery and communications with the Blavatnik School of Government at the University of Oxford.

Previously, Philip served as Deputy Chief of Staff to Ireland’s Taoiseach, Leo Varadkar. During this tenure, he worked on critical government projects, including the creation of technological universities, reforms in school transportation and the design of new special-education-allocation models. He is committed to promoting sustainable governance practices that bring tangible benefits to citizens worldwide.
