Stella Mugabo

Stella achieves stand-out results in her work advising principal stakeholders in Rwanda, setting out the strategic direction of government projects and building relationships to inform and sustain TBI’s work.  

Stella has been involved with an impressive range of institutions in Rwanda, working with the offices of the cabinet, the prime minister, the president and more, including four years as a cabinet member in charge of cabinet affairs. Here she was charged with responsibility for analysing policy papers and oversaw the coordination and implementation of policy decisions and programmes across multiple arms. Previously at TBI, Stella advised leaders in The Gambia.  

Prior to joining TBI, she worked with the office of the president of Uganda, where she led the department of research and policy work.
