Rwanda is one of Africa’s greatest success stories. Recent figures show that over the last three years 600,000 Rwandans have been lifted out of poverty and this trend looks set to continue. A recent Centre for Public Impact article looks at how part of the reason for this success is the Rwandan government’s focus on economic growth and poverty reduction, and their willingness to take innovative approaches.

For successful development, he says, you need more than a vision and a list of priority projects; you need a government with the right skills and relentless determination.
Day-in, day-out having the discipline to oversee these priorities is tough. Grinding out these incremental changes is a noble cause but to do that work it requires a discipline and focus and it means that people have to … make sure these projects are prioritised effectively and have robust plans, as well as a performance management system in place to hold people to account for delivering them.

How then can you educate and inspire a young country’s civil servants to do this? Rwanda’s Strategic Capacity Building Initiative (SCBI) aims to achieve this by pairing Rwandan civil servants with international experts to learn on the job. This is an innovative approach focused on priority sectors – energy, agriculture, investment and mining – and already bearing impressive results. More than 80 civil servants shave been trained through this programme so far this year and, thanks to just one of the projects – the solar power plant at Rwamagana – 12,000 more homes now have electricity.
