The Tony Blair Institute for Global Change (TBI) is pleased to announce the appointment of Andy Ratcliffe as Managing Director for the Asia-Pacific region, where he will lead the Institute’s growing portfolio of work with governments and partners across Asia to drive delivery, reform and the adoption of transformative technologies.
Andy brings extensive experience in public policy, social innovation and government transformation. Prior to joining TBI, he served as CEO of Impetus, a pioneering venture-philanthropy organisation focused on social mobility, and Deputy CEO of the Tony Blair Africa Governance Initiative, supporting political leaders to strengthen government capacity and accelerate economic growth. He also worked in the UK Prime Minister’s Strategy Unit, advising on education reform and public-service delivery.

Based in Singapore, Andy will oversee TBI’s engagement with governments across the region, helping leaders design and deliver strategies that harness innovation and technology to improve citizens’ lives. His appointment marks a key milestone in TBI’s continued global expansion and underscores the Institute’s commitment to helping governments reimagine the state for the 21st century.
