Tony Blair Institute appoints Andreea  Zugravu as Managing Director for Europe

Press Release22nd January 2026

The Tony Blair Institute for Global Change (TBI) has appointed Andreea Zugravu as its new Managing Director for Europe.

Andreea will lead the Institute’s work across Europe, working closely with country teams to support leaders grappling with war on the continent, economic and fiscal pressure, rapid technological change and declining public trust in institutions – helping governments demonstrate through delivery that the state can still provide meaningful change for their people.

Andreea joins us from McKinsey, where she was a partner, based in the Middle East, leading high-profile strategic initiatives for governments across the region. Her work included supporting economic diversification, shaping fair public policy and helping leaders mobilise large public-sector organisations to deliver reform.

Prior to McKinsey, she was also a partner at Kearney, spending some of that time seconded to the World Economic Forum in Geneva.

Earlier in her career, Andreea worked in Eastern Europe and Afghanistan on post-conflict reconstruction projects, bringing together public, private and non-profit players to rebuild institutions and restore confidence in government.

Originally from Romania, Andreea brings a deep personal connection to Eastern Europe where much of our work is focused, alongside more than 20 years of experience advising governments through complex reform and transformation. Her work has focused on economic development and technology-driven reform, often in high-pressure and uncertain environments.

As Managing Director for Europe, Andreea will focus on strengthening TBI’s delivery at scale across existing and priority new markets, developing a clear region-wide strategy with senior teams, and growing the Institute’s presence and credibility with political leaders across the continent.

Catherine Rimmer, Chief Executive at TBI, said:

“Europe is at a critical juncture, with leaders facing extraordinary pressure and expectation from their people. Andreea brings deep experience of working with governments in difficult contexts, a strong personal connection to Eastern Europe, and a clear focus on delivery. Her leadership will strengthen our ability to support European leaders as they work to rebuild trust and momentum for change.”

Andreea Zugravu said:

“I have spent my career working with leaders who are trying to change the course of their countries under difficult circumstances. Europe today faces profound challenges, but also real opportunity. I’m excited to join the Tony Blair Institute and work alongside leaders determined to deliver results for their people.”
