Since joining TBI in 2021, Hilda has led on policy development for digital government transformation with a focus on digital identity. Her research on the economic benefits of digital ID for marginalised groups across Rwanda, Côte d’Ivoire and South Africa helped shape recommendations to policymakers and governments developing digital-ID systems.
Hilda is passionate about enabling more governments to adopt evidence-based policies that harness technology for enhanced operational efficiency and service delivery.
She is proud to have led policy and legislative changes in Kenya’s forestry sector, and also to have helped construct the UK Labour Party’s Africa strategy, shaping policy frameworks for progressive socioeconomic development of the continent.
