Justin To

With his deep knowledge of economic prosperity, investment and political strategy, Justin supports countries to deliver on their key priorities. He works with political leaders to design, organise and implement their economic initiatives to improve citizens’ lives. 

Prior to joining TBI, Justin served as a senior director at one of Canada’s largest public pension funds, as well as senior budget advisor to Canada’s prime minister and finance minister. In the latter role, he managed the policy design and implementation of some of Canada’s biggest initiatives including the Canada Child Benefit, a programme that lifted 200,000 children out of poverty.
